This is an example of plastering using specialised products.  In this case a part of the original plaster of the ceiling had fallen due to rusty iron mesh in the concrete of the ceiling either due to time or water seeping.  Here the iron mesh is treated then the effected area is re plastered using specialised products.  This solution can only be done if the iron mesh is still intact, if not the attention of an architect is advised.
